Safety Plan

  • Our context for reopening is guided by recommendations from:

    • Washington Office of Superintendent of Public Instruction (OSPI)
    • Washington State Department of Labor and Industry (L&I)
    • Washington State Department of Health (DOH)
    • Tacoma-Pierce County Department of Health (TPCHD)
    • Washington State Office of the Governor
    • Changing Current Realities

    We are prepared to change and adjust in many different directions, based on the current situation and guidance by the Washington State Department of Health (DOH), Office of Superintendent of Public Instruction (OSPI), the Governor of Washington, and the Tacoma-Pierce County Health Department (TPCHD). We will continue planning for our opening and making appropriate adjustments during and after the reopening process. Based upon advancements with COVID-19, this document will be updated when advised by the Centers for Disease Control and Prevention (CDC) and local and state departments of health.  

    *Please note, procedures are updated frequently to stay up to date with latest local and state guidelines.

    Universal Safety Practices

    • Cloth Face Coverings: All staff, students, and visitors (allowed on a limited, approved basis) must wear cloth face coverings or an appropriate and approved alternative. We recognize some people cannot wear face coverings due to medical conditions or other needs. 
    • Health Screening: All staff and students will be screened for signs of illness upon entry into buildings each day. Those who do not pass the health screening will be sent home. 
    • Stay Home if Sick or Exposed to COVID-19: Students and staff, or visitors (allowed on a limited basis) will be asked to stay home if they have symptoms of COVID-19 or have been in close contact with someone diagnosed with COVID-19 in the past 14 days. 
    • Physical Distancing: As much as possible, students and staff will maintain a 6-foot distance from one another. Elementary and middle school students will be in cohorts, as much as possible, with limited movement between spaces and groups. 
    • Hygiene Practices: Students, staff and visitors (allowed on a limited basis) will wash their hands when they arrive at school, before meals or snacks, after going outside, after going to the bathroom, and before leaving. If soap and water is not available or there are allergy concerns, alcohol-based hand gel with at least 60 percent alcohol will be used. 
    • Cleaning and Disinfecting: Increased cleaning, sanitizing, and disinfecting of school buildings will follow CDC guidelines. 
    • Separating those with COVID-19 Symptoms: If a student develops symptoms while at school they will be escorted to a designated isolation room. A staff member will monitor them while they are in the isolation room, until the student is able to go home. 
    • Ventilation and Outdoors: Ventilation systems will be used to their maximum levels and run additional hours, both prior to and after scheduled building use times. Outdoor learning will be encouraged when possible. student taking temperature

    Student and Staff Health & Screening Protocol

    Staff Attestation: Screening Begins at Home

    • Staff will use the Skyward Wellness Screening tools, which can be accessed each day on a computer or a cell phone. The attestation can be completed prior to arriving at work or upon arrival. Staff are attesting to their health that day. If staff are ill, they should stay home. 
    • Attestation includes a daily temperature check. This will be completed upon entry into the building of their assignment or the first building the staff member enters that day. 

    Student Attestation: Screening Begins at Home

    • Parent/Guardian will submit the Student Quarterly Attestation Form electronically.
    • Parent/Guardian screens their child for COVID-19 symptoms each morning. If the child demonstrates any of the symptoms listed on the form, the parent/guardian will keep the student home, and notify the school of the student’s absence with reason. 

    Student Entry Protocol

    • Upon arrival on campus or exiting a bus, students will maintain a 6-foot distance from others. Students will be wearing cloth face coverings or an appropriate and approved alternative.
    • Students will enter through identified entrances, maintaining the 6-foot social distancing. 
    • The student will process through a designated temperature check station. Staff will also conduct a brief visual screening for physical symptoms. 
    • After a student has passed the temperature check, they will wash their hands or use sanitizer to complete hand hygiene. 
    • If a student has an elevated temperature, the student will be retested. If the student continues to have an elevated temperature, they will be escorted to a designated isolation room and have their temperature taken by a healthcare staff member, and be checked for additional symptoms. If symptoms are present, school staff will contact the student’s parents/guardian and make arrangements for the student to be picked up. 
    • If the student’s temperature is found to be normal and no other symptoms are present, the student will be sent to class. 

    Student Entrance to Class

    • Students who have passed the screening will proceed to class. 
    • Students will sit in assigned seating. Seating has been arranged to ensure compliance with 6-foot social distancing standards, as well as facing the same direction, per CDC standards.


    • Elementary students will cohort as much as possible, including small groups, specialists, and recess. 
    • Secondary students will cohort as much as possible, including small groups and specialists. 
    • Hallway movement will be structured to maintain social distancing. Expectations will be taught to students and staff. 
    • Class size will be determined by the number of desks that are able to fit in the classroom, while adhering to local school group size numbers, with the 6-foot distancing space enforced. CDC standards will be followed. 
    • Seating charts will be used.
    • Elementary recess will be structured using available space, cohorting as much as possible, and using the Playworks program, which provides guidance on COVID-19 preferred activities. 


    • Specific screening information will not be shared with anyone except a school nurse/building administrator if follow up is needed. 

    Hand Hygiene Guidelines

    • Wash hands with soap and water for at least 20 seconds. If soap and water is not available, use an alcohol-based hand sanitizer with at least 60% alcohol. 
    • Hand hygiene should be practiced before the student leaves home, after passing through the temperature check station, prior to eating, after using the restroom, after being outside, after a cough or sneeze into the hand, after handling garbage or contact with body fluid and prior to leaving school for the day. 
    • Additional hand sanitizing stations have been located in each school building and department. 
    • Hand sanitizers will be stored out of the reach of children. 

    Face Coverings

    • All staff, students, and visitors (allowed on a limited, approved basis) must wear a face covering or an acceptable alternative at school when indoors or in close proximity when outdoors. Schools will provide face coverings for staff and students. Face coverings staff provide must meet established standards. 
    • For most staff and students, cloth face coverings are approved and must be worn (except as described below). Certain staff may need to wear face coverings with higher levels of protection based upon assigned duties. 
    • Cloth face coverings should not be worn by: 
      • Those under the age of 2.
      • Those with a disability that prevents them from comfortably wearing or removing a face covering. 
      • Those with certain respiratory conditions or trouble breathing. 
      • Students who are deaf or hard of hearing, and staff who provide instruction to these students in order to use facial and mouth movements as a part of communication. 
      • Those advised by a medical, legal or behavioral health professional that wearing a face covering may pose a risk to others. Alternative solutions will be researched.
    • If students cannot wear a face covering due to a reason listed above, they or their parent/guardian should contact the student’s building administration. 
    • If a staff member cannot wear a face covering due to a reason listed above, they should contact the SBLSD Human Resource Office for guidance. 
    • Younger students must be supervised when wearing a face covering. 
    • Students and staff may remove their face covering to eat and drink, and when in an approved high-impact activity in a supervised PE facility or recess. 
    • Staff wishing to use face coverings that may provide more protection than cloth face coverings, should contact their building COVID Supervisor. 
    • Face coverings must be worn correctly (covering the mouth and the nose) and must meet health department standards. 
    • Face coverings must adhere to CDC and DOH standards.

    COVID-19 Symptoms

    Class A Symptoms

    • Fever of 100.4 or higher
    • Frequent/persistent cough
    • Loss of taste or smell
    • Shortness of breath

    Class B Symptoms

    • Fatigue
    • Headache
    • Muscle or body aches
    • Sore throat
    • Congestion or runny nose
    • Nausea or vomiting
    • Diarrhea: Two or more loose stools in 24 hours

    Questions you might consider asking about the above symptoms to help you determine if it could be COVID:

    • Were you up late last night, or can you tell me why you seem so tired today?
    • Do you frequently get headaches?
    • Do you often wake up with a sore throat that then goes away later in the morning?
    • Were you involved in a new activity/sport, or did you play/exercise exceptionally long/hard yesterday?
    • Do you usually have allergies at this time of the year?
    • Do you have a gastrointestinal issue that causes diarrhea?
    • How long have you had ___________?
    • Have you had close contact with anyone who is COVID positive? (Within 6 feet for 15 minutes or more?)

    If a student or a staff member displays the symptoms above, they need to stay home. Health agencies recommend that if a staff member or student displays any of the Class A symptoms, in addition to staying home, they should seek out COVID-19 testing. 

    Parent/Guardian Reporting Confirmed Positive Student COVID-19 Cases:

    • Should your student(s) display symptoms associated with COVID-19 (please see symptoms above), they must stay home. If medication is given to the student(s) to suppress fevers, they must remain home. 
    • If a student has a close contact with an individual who has a confirmed case of COVID-19 (within 6-feet for 15 minutes or more, total time), they must stay home and quarantine.
    • Parents/guardians need to contact their student’s school or program and notify the school administration of a close contact or confirmed case. School administrators will work with the parent/guardian to collect all information required by the local health department and establish the length of time for the quarantine. The student may not return after a close contact or a confirmed case of COVID-19 until the quarantine time has been completed and no symptoms have been present for 24 hours. 

    When Someone Develops COVID-19 Symptoms at School

    • If a student or staff member develops signs of COVID-19 at school, the school or district healthcare staff will be notified. 
    • The healthcare staff member will use the appropriate PPE and secure the appropriate face covering for the student or adult suspected of having the COVID-19 symptoms. 
    • The healthcare staff member will separate and escort the student or staff member to the designated isolation room for that facility. 
    • The healthcare staff member will take the individual's temperature, assess for physical signs of symptoms, and ask questions guided by the daily attestation screening. The healthcare staff member will make every effort to maintain 6-foot distancing. 
    • If the student or staff member is not under duress and of sufficient age (student), the healthcare staff member may leave the isolation room and take proper hygiene steps to ensure their safety.  
    • While waiting to leave school or work, the individual with symptoms should wear the provided face covering if tolerated. 
    • Social tracing steps will begin immediately after the student or staff member suspected of being symptomatic has been removed from the room/area. 
    • Appropriate cleaning, disinfecting and airing of the area will be completed per protocols. 
    • Communication to appropriate individuals, families, and others will be made as soon as possible, with the guidance from the TPCHD. 

    Contact Tracing

    Contact tracing is key to slowing the spread of COVID-19 and helps protect you, your family and your community. Below is a link to the Center for Disease Control and Prevention (CDC) that explains why it is so important and how you are helping others by participating in contact tracing.

    Returning to School or Work After Having Suspected Signs of COVID-19

    The Summer-Bonney Lake School District works directly with the TPCHD on each reported confirmed COVID-19 case, confirmed close contacts, and suspected cases. We adhere to the guidance by the TPCHD for staff and student quarantine or self-isolation time periods. We communicate this guidance directly to staff or parents/guardians. Each case is reviewed based upon the data available and the guidance from the DOH and the CDC.

    Nutrition Services Plan

    Elementary Schools: In School 

    • Students will eat in their classrooms and in their assigned seats.
    • Staff and students will clean their desktops with soap and water. 
    • Students will wash their hands with soap and water or use hand sanitizer.
    • Meals will be preassembled, grab-and-go for breakfast and lunch. 
    • At the end of meals, students will dispose of leftover food and trash.
    • Students will wipe off their desktop with soap and water. 
    • Students will wash or sanitize their hands after disposing leftovers and trash.
    • Food items may not be shared. 
    • For students not receiving meals at school on any given day, we will still offer the free curbside meal service for pick up at these designated sites.

    Secondary Schools: In school

    • Students will eat in designated commons areas. Seating will be established for social distancing. 
    • Students will complete hand hygiene prior to receiving their food.
    • Meals will be pre-assembled, grab-and-go for breakfast and lunch.
    • At the end of their meal, students will dispose of leftovers and trash. 
    • Students will use soap and water to clean their eating area. 
    • Students will complete hand hygiene prior to returning to class.

    Student Transportation 

    Parent/Guardian Support

    • In order for bus transportation to be successful, we need the full support of the parent/guardian when it comes to:
    • Social distancing on the bus. Please remind your student(s).
    • Wearing a face covering at the bus stop and on the bus.
    • Keeping students home if they are not feeling well or showing signs of sickness.
    • Reminding student(s) to keep their personal items with them and not to share drinks, food or face coverings. 

    Riding the Bus

    • Students will load and unload per the directions of the bus driver.
    • Members of the same household are encouraged to sit together.
    • Students and staff are required to wear face coverings while on the bus.
    • Students must ride their assigned bus (bus passes will not be allowed).

    Cleaning and Disinfecting on Buses

    • We will follow all guidance from local, state, and federal health departments, the CDC and the Environmental Protection Agency when choosing the type of disinfectant and the degree and frequency for cleaning and disinfecting our fleet. 
    • High-touch surfaces will be cleaned between runs.
    • The entire bus will be cleaned between AM and PM runs, and at the end of the day.
    • Windows and roof vents will remain open to allow for increased circulation of outside air, when feasible and weather permitting.

    HVAC Systems in Buildings 

    Due to having a majority of our buildings constructed relatively recently, our systems are newer, more efficient, and operating at proper levels. 

    Air Exchange 

    Our systems are designed to provide 4 to 6 air exchanges per hour by design, and in most cases, our efforts are doubling the rate of exchange. We are continually exchanging the air using various control sequences and devices in the system. We have extended the runtime schedules, we are operating supply fans at an increased rate, introducing 50 to 70 percent more outside air and operating exhaust fans (where possible). The measures our staff are taking are very much in line, and in some cases exceeding, CDC and DOH recommended guidance for HVAC systems in school. 

    Number of People 

    By reducing the number of people in a specific area (decrease of students present in the hybrid model) we are increasing the amount of available "free fresh air." For example, if we were supplying 50 cfm (cubic feet per minute) of fresh air per student for a room containing 30 students, that number becomes 100 cfm per student for a classroom with 15 students present. In all cases, we have maximized the supplied fresh air and extended the operating schedules beyond the levels provided by federal and state guidance. 


    All of our buildings have HVAC systems, which we rely on to provide the proper airflow, as well as to provide heating and cooling. Opening doors and windows disrupts the building's pressures, which decreases the system's ability to do its work at the optimum levels. Decreasing the air flow characteristics of the system also makes the filtration system less effective. The air filtration portion of the system is extremely important. In fact, filtration is as important as any other component of the system.

    Cleaning and Disinfecting 

    • All of our custodial staff have been trained and have been practicing cleaning and disinfecting to the standards established by the CDC and the DOH. 
    • All cleaning and disinfecting materials meet EPA and CDC standards. 
    • All staff have been trained on the use of the proper PPE for cleaning. 
    • High-touch points, restrooms, areas of high use, and those prescribed by the CDC are focus points for custodial work during the school day. Deeper cleaning throughout the school building will occur before and after school hours. 
    • Should a suspected case of COVID-19 occur in a school building or a department building, protocols have been established for isolations, evacuation of those impacted rooms, cleaning, disinfecting, and focused air exchanges. All parts of the protocols are aligned with CDC and DOH guidance. 

    Cleaning and Disinfecting Outdoor Areas

    Outdoor areas, such as school playgrounds and parks, generally require normal routine cleaning, but do not require disinfecting. 

    • Per health agency guidance, disinfectants are not spayed on outdoor playgrounds as this is not an efficient use of supplies and has not been proven to reduce risk of COVID-19 to the public. 
    • High-touch surfaces made of plastic or metal, such as bars and railings, should be routinely cleaned. 
    • Cleaning and disinfecting wood surfaces is not recommended. 
    • Sidewalks and roads should not be disinfected. Spread of COVID-19 from these surfaces is very low and disinfection is not effective. 

    Student Cleaning Support

    Per health agency guidance, student assistance in wiping down their desktops, tabletops, and chairs is acceptable. Soap and water are the only cleaning solutions students will use for non-electronic surfaces. Under the guidance of school staff, appropriately-labeled containers with cleaning solutions will be available for student use. Gloves will be available, and post-cleaning hand hygiene will be supervised. 

    Students will be asked to use approved alcohol wipes to clean keyboards for their electronic devices. Gloves will be available and hand hygiene will be supervised after the cleaning.
