Capital Facility Advisory Committee Application

The Sumner-Bonney Lake School District is accepting applications for volunteers to serve on a District Capital Facility Advisory Committee (CFAC). CFAC is a new committee that will represent a broad cross-section of community members and staff who will work in an advisory capacity to the administration on issues like capital planning, funding measures, and boundary recommendations.

The CFAC will be facilitated by outside construction management experts Matt Guilanians and Kyle McLeod from Hainline Construction along with SBLSD Capital Projects Manager Marina Tanay.  

Goal: 

Working under the authority of the Sumner-Bonney Lake School District and leadership of Hainline Construction, the goal of the CFAC is to make recommendations for a long-term capital facilities plan that includes funding measures.  CFAC will meet monthly starting in the Spring of 2023 to study facilities needs, review data, and develop a plan designed to meet the needs of students over the next 10 years. The committee's work will culminate in a working list of future priorities and a recommendation to the school board for future funding.  

Member Selection and Qualifications

Qualifications of committee members:  Individuals familiar with large capital program activities such as planning, budgeting, cost estimating and controls, organization, and management of public agency capital programs are encouraged to apply. Ideally, members of this committee will  represent one or more of the following areas: local government, capital managers and planners, architects, construction managers, attorneys, realtors, parents, and others as appropriate. 

Members shall not have any direct or indirect financial interest, except a remote interest, in any contract, purchase of materials, or activity financed from district capital funds. 

How Are CFAC Members Chosen?

The CFAC will be limited to 30 total members.  Municipalities (City of Sumner, City of Bonney Lake, City of Edgewood, Pierce County) may each appoint one member.  Each high school may appoint one student representative.  The remaining 24 members will be selected through an application process.  

Per school board policy 4110, the board may select no more than two representatives to attend and observe. 

ATTENDANCE: 

The CFAC will consist of 30 volunteers who will serve from April 2023 - June 2024. Consistency in attendance will be critical to the outcome of this work. Therefore, members serving on this committee must be able to commit to in-person participation if interested in serving on this committee.

To accommodate for spring break in April, the first meeting will be held on Monday, March 27th from 5:00 - 7:00 at the Central Office Administration Building. Starting in May, in-person meetings will be held the first Monday of every month excluding July and August from 5:00 p.m. to 7:00 p.m. at the Central Office Administration Building.  

*Other meetings or participation might need to occur periodically until a formal recommendation is taken to the School Board in June 2024. 

* Dates and meeting locations are tentative and subject to change based on the needs and desires of the group.

Applications will be reviewed by representatives of the Superintendent for the purpose of selecting committee members. Information on applications will be regarded as personal and confidential.
