Memorandum of Understandings
The Sumner-Bonney Lake School District (SBLSD) initiates, receives, and approves memorandum of understandings (MOU) with bargaining units. MOU’s will be submitted to the School Board for their consideration following guidelines established in this policy. Memorandum of Understandings commit the SBLSD to a service that can be an exchange of money, services, property, or contractual rights. No committee of the Board, individual member of the Board, or staff member shall have the power to act or bind the Board without specific formal approval authorized by the Board in a legal session and recorded in the minutes. No MOU shall be legally enforceable unless approved or authorized by the Board of Directors except those MOUs detailed below. Staff designated who must sign MOUs are the President of the Board, Superintendent, Assistant Superintendent of Human Resources, Chief Financial Officer and bargaining representative (if appropriate).
Memorandum of Understanding
A. Collective Bargaining Agreements It is the practice of the SBLSD to enter into collective bargaining agreements (CBA) with each bargaining unit. A memorandum of understanding (MOU) is a formal, signed agreement that serves as an addendum to the collective bargaining agreement. An MOU usually addresses a significant issue related to the CBA that emerged during the term of the agreement, and it represents the mutual understanding between the parties on that issue. An MOU can also be referred to as a letter of agreement (LOA).
All MOUs will be reviewed and approved by the Board through Board Action except the following:
a. MOUs with Vendors (The requirements specified in SBLSD Policy No. 6221 are applicable.)
b. MOUs with Employee/Unions that do not involve the exchange of money, benefits, services, or property.
The Superintendent will be responsible for establishing procedures to implement this policy.
