The Sumner School District has established boundaries for each high school, and students are expected to attend the designated high school based on the location of their residence and the boundary lines. The School District does not have an open enrollment policy. Students that wish to attend a high school outside their boundary must apply for a waiver. If the waiver is granted, Athletic Eligibility for waiver students will be restricted as follows:
1. Waiver students will not be eligible for varsity competition, per Sumner School District rules, for one calendar year of continual enrollment
2. Waiver students will be eligible for sub-varsity competition, providing the student meets all other required conditions of eligibility
3. Subsequent years of waiver status must be applied for on a year to year basis
4. Appeals to the varsity eligibility restriction must be based on a hardship as defined by the WIAA (see below), and will require a hearing by the Sumner School District Athletic Eligibility Committee. The “Hardship Appeal for Athletic Eligibility” form packet must be completed and submitted to the Sumner School District Athletic office, as follows:
a. Sumner School District In-District Waiver form must be completed, approved and a copy of the approval attached to the Hardship Appeal for Athletic Eligibility form packet
b. Hardship Appeal for Athletic Eligibility form packet must be completed, and submitted to the Sumner School District Athletic Office by March 1st of the student’s 8th grade year
c. Packets will be screened, and if qualified, an eligibility hearing will be scheduled with the Sumner School District Athletic Eligibility Committee
d. Students will be notified of the outcome within three business days of the hearing
e. Due process – Appeals of the decision of the Sumner SD Athletic Eligibility Committee, must meet the following conditions:
i. Submitted in writing to the Sumner SD Superintendent’s office within five business days from the date of the hearing outcome notification
ii. Appeals will only be heard on the grounds of process or new information
iii. If appeal qualifications are met, the appeal will be heard by the superintendent, or designee and the decision is final
5. All other Sumner School District In-District waiver rules apply

WIAA “Hardship” definition: A hardship exists only when some unique circumstances concerning the student’s physical or emotional status exist and only when such circumstances are not the result of acts or actions by the student or family unit. Usual maturation problems or family situations that do not cause severe and abnormal emotional problems and academic or athletic deficiencies in a school’s curriculum or extracurricular activities do not constitute a hardship. (See WIAA Handbook Article 18.25)
